Background

The Nigeria Centre for Disease Control (NCDC) is the government agency with the mandate to coordinate the surveillance, detection and response to infectious disease outbreaks.

Over the last three years, NCDC has deployed a new tool for disease surveillance. The Surveillance, Outbreak Response Management and Analysis System (SORMAS) is a system jointly developed between the Nigeria Centre for Disease Control and the Helmholtz Centre for Infection Research (HZI) to improve disease surveillance as well as detection and management of outbreaks and thus strengthen the public health service in Nigeria.

In addition, NCDC has also supported states in establishing Public Health Emergency Operations Centres for improved coordination of outbreak preparedness and response.

NCDC is investing resources in strengthening health security at the sub-national level including improving capacity to effectively prevent, detect and respond to infectious disease outbreaks.

Location: Anambra, Akwa-Ibom, Kebbi, Borno, Osun, Enugu, Niger, Kwara, Benue, Gombe, Yobe, Adamawa, Jigawa, Ekiti, Kogi, Ogun, Cross River, Imo and Abia States

The Responsibilities of the NCDC Surveillance Support Officer Include

• Support the implementation of SORMAS in the state

• Support the state epidemiologist in developing and implementing outbreak preparedness and response activities

• Support the state epidemiologist in strengthening coordination between surveillance and laboratory teams

• Provide technical leadership to the State surveillance team on the use of surveillance data for data driven decision making

• Provide mentoring, support and supervision to LGA DSNOs and asst. DSNOs on data collection and data entry using the SORMAS tool

• Work with state epidemiologist, state DSNO and others as indicated to analyse collected surveillance data and provide feedback

• Support the appropriate use of the SORMAS tools and troubleshoot problems

• Coordinate disease surveillance project evaluation activities at the state

• Support the activities of the state public health EOC

• Liaise with the NCDC Surveillance Department to provide regular feedback

• Undertake any other tasks assigned by the NCDC Director of Surveillance

JOB REQUIREMENTS

Minimum experience:

At least 6 years’ experience with the Nigeria’s surveillance system or Monitoring and Evaluation or Field research

Minimum qualification:

First degree in Human Medicine, Veterinary medicine, Public Health or any health or biological science related discipline.

Master’s degree (preferable in public health)

FELTP training will be an added advantage.

Other requirements:

Experience working with SORMAS tool or any other surveillance tool.

Must be domiciled in the state of assignment.

Experience in managing surveillance data at LGA or state level.

Proficiency in use of Microsoft office suite and Epi info or SPSS.

Strong data collection, analysis, and report writing skills required.

Ability to work independently, think analytically and take initiative in solving problems.

Ability to communicate technical issues effectively.

Good verbal communication skills in the local language of the state of assignment and working knowledge of English.

A strong team player with excellent interpersonal skills and the ability to work with groups of diverse backgrounds.

The Responsibilities of the NCDC Surveillance Data Clerk Include
� Transfer all COVID 19, Lassa fever and other priority diseases data (clinical and laboratory data) into the SORMAS platform
� Daily follow up with result of all COVID 19, Lassa fever and other priority diseases case data sent for testing
� Liaise with the lab managers to ensure prompt release of result and update on SORMAS
� Real time update of SORMAS with result of COVID 19, Lassa Fever and other priority diseases samples after testing
� Send daily notification on status of sample testing
� Follow up with treatment Centre clinicians to ensure completion of COVID 19 and LF case management form
� Compile and upload Case management forms into SORMAS
� Verify all the treatment centre COVID 19 and Lassa fever data on the SORMAS platform by comparing it to source documents (i.e. Lassa fever case management form, COVID 19 case management form and IDSR 001B)
� Retrieve data from the SORMAS platform as requested
� Sort and organize paper forms (Lassa fever case management form, COVID 19 case management form and IDSR 001B) after entering data into the SORMAS platform to ensure it is not lost
� Send details of any record in the lab without case data in SORMAS platform to the NCDC Surveillance Support Officer to follow up with the LGA DSNO.
� Send weekly report of COVID 19 and Lassa fever cases in the treatment centre to the COVID-19/Lassa fever TWG
� Perform other tasks assigned

JOB REQUIREMENTS
Minimum experience:
At least 2 years� experience with the use of excel or ODK for data collection
Minimum qualification:
First degree in any discipline

Other requirements:
Proficiency in the use of Microsoft office suite
Good understanding of patient data confidentiality principles
Ability to pay attention and have a keen eye for detail
Good data collection and report writing skills required
Good verbal communication skills especially in the local language of the community and working knowledge of English

The Responsibilities of the NCDC Data Officer Include

• Provide adequate support in the field for SORMAS application users to ensure the correct use of the system

• Support field test of app updates and revisions before deployment

• Ensure surveillance and outbreak data as authorized by NCDC are complete and up to date in the SORMAS platform

• Troubleshoot project device issues and provide real-time support and maintenance on project devices as assigned

• Maintain the SORMAS IT help line to address field challenges that are reported by officers from the field daily

• Identify and report any data management or IT issues to the IT experts for immediate resolution

• Develop and submit technical report following all SORMAS activities conducted to the SORMAS IT experts

• Installing the SORMAS software and configuring SORMAS hardwares

• Setting up accounts for new users as authorized by NCDC

• Provide technical support for the SORMAS project implementation and evaluation activities

• Perform other tasks assigned by the SORMAS IT Experts and the National Coordinator

JOB REQUIREMENTS

Minimum experience:

At least 3 years’ experience in public health data management and IT support

Minimum qualification:

Minimum of first degree in any discipline

Other requirements:

• Experience working with Surveillance Information System or Laboratory Information System or Electronic Medical Records tools will be an added advantage

• Good understanding of the of IDSR strategy and working knowledge of the DHIS-2

• Intermediate to advanced knowledge in the use of Microsoft Office Suite, other data analysis and data visualization tools

• Good presentation and report writing skills

• Good technical and logical thought process

• Ability to adhere to strict deadlines

She/He must have spent a minimum of three (3) of those years as a Reader. Candidates must possess demonstrable competence to provide academic and research leadership. Candidates must show evidence of at least twenty (20) scholarly publications in reputable local and international learned journals, six (6) of which must have been published in Scopus or ISI indexed journal plus registration with relevant professional bodies, where applicable.

(ii)    Reader
Qualifications are the same as (i) above, but with at least eight (8) years of teaching, research and administrative experience in tertiary institutions. She/He must have spent a minimum of three (3) of those years as a Senior Lecturer. Candidates must possess at least fifteen (15) scholarly publications in reputable local and international learned journals, four (4) of which must have been published in Scopus or ISI indexed journal plus registration with relevant professional bodies, where applicable.

(iii)    Senior Lecturer
Qualifications are the same as (i) above, but with at least six (6) years of teaching, research and administrative experience in tertiary institutions plus at least eight (8) scholarly publications in reputable local and international learned journals, two (2) of which must have been published in Scopus or ISI indexed journal plus registration with relevant professional bodies, where applicable.

(iv)    Lecturer I
Qualifications are the same as (i) above, but with at least three (3) years of teaching, research and administrative experience in tertiary institutions plus at least five (5) scholarly publications in reputable local and international learned journals plus registration with relevant professional bodies, where applicable.

(v)    Lecturer II
Candidates should be fresh PhD holders with at least two (2) scholarly publications in reputable local and international learned journals plus registration with relevant professional bodies, where applicable.

MARKET LEADERS AND TRADERS’ ASSOCIATION OF NIGERIA LAGOS CHAPTER,ADVISE MEMBERS TO SHUTDOWN MARKETS TEMPORARILY.

The leadership of Market Leaders and Traders’ Association of Nigeria,Lagos Chapter,are pained by the ravaging effects of the deadly Corona Virus COVID-19,since it’s first case was reported in Wuhan Province,China in 2019.

Our hearts go out to the Families and Countries that have lost tens,hundreds or thousands of their citizens especially health workers and care givers to the virus,as we pray for the peaceful repose of their souls.

We also thank God for the recovery of other thousands of individuals, who were infected by the virus, praying that those still undergoing treatment will recover their sound health soon.

Our association is also concerned and worried about the dire economic crisis the pandemic have thrown the world into,hoping that things will normalize soon in every aspect of human lives;as the search for a permanent cure and eradication of the COVID-19 intensifies across the globe.

Following these developments, the leadership of our association having studied the present trend of events in the world and in our country Nigeria,especially Lagos State,and after due consultations and deliberations with markets leaders affiliated to our association, hereby arrive at the following,with the title LIFE FIRST.

LIFE FIRST: Since it is only the living that transacts business,we assume its wiser for our members to be alive, in other to be engaged in their daily businesses, hence measures to protect their lives at this critical time should be employed.

1.We therefore advise all markets affiliated to our association and other markets in Lagos State, to direct their members to buy and stock foodstuff that will sustain their families in the next couple of weeks between today,Tuesday March 24th to Thursday March 26th,and close their shops,offices, showrooms, warehouses and markets temporarily from, Friday March 27th to Friday April 4th, 2020, as we study events as they unfold.

2.Market Executives should ensure that temperature testing kits are provided for the appropriate officers in the market to screen both members and customers in their markets,while the appropriate officers should ensure that every shop or showroom provide hand washing spots and keep hand sanitizers handy when their markets reopen.

3.We advise our members to stay at home during this temporal market shutdown, and maintain social distancing of at least 6feet spacing in any public facilities; also observe other measures as directed or may be directed by relevant health agencies.

4.We advise all our members to adhere strictly to any information or directives from the Lagos State Government and other relevant regulatory bodies relating to curtailing the spread of the COVID-19.

5.We regret any inconvenience these measures may cause our members,our customers and the general public but reminding us again that ONLY THE LIVING WILL TRANSACT BUSINESS(LIFE FIRST),while praying and hoping that God will intervene very soon to save Nigeria and entire world from this precarious situation.

JOB SUMMARY
Provides a high level of property maintenance knowledge. Position has overall responsibility for maintaining the building, grounds and physical plant with particular attention towards safety, security and asset protection. Accountable for managing the budget, capital expenditure projects, preventative maintenance and energy conservation. Education and Experience
• High school diploma or GED; 6 years experience in the engineering and maintenance or related professional area; technical training in HVAC-R/Electrical/Plumbing.
OR
• 2-year degree from an accredited university in Building and Construction, Engineering, Mechanics, or related major; 4 years experience in the engineering and maintenance or related professional area; technical training in HVAC-R/Electrical/Plumbing.

Managing Engineering Operations and Budgets
• Works with property and regional engineering leadership team to determine how Engineering is performing against budget and highlights areas of concern to leadership.
• Manages the physical plant including equipment, refrigeration, HVAC, plumbing, water treatment and electrical systems in accordance with Standard Operating Procedures.
• Administers service contracts to support property needs.
• Ensures fire crew has complete understanding of all procedures, equipment and alarms.
• Coaches and supports engineering leadership team to effectively manage controllable expenses (e.g., wages, heat, light and power, water consumption, tools and equipment, grounds keeping supplies, uniforms, vendors, service agreements, inventory, etc.).
• Manages and controls heat, light and power.
• Develops an engineering operating strategy that is aligned with the property/brand’s business strategy.
• Develops and manages Engineering budget.
• Ensures integration of departmental goals in game plans.
• Oversees execution of long term preventative maintenance and 10 year asset protection plans.
• Reviews financial reports and statements to determine how Engineering is performing against budget.
• Addresses potential areas of concern and proposing solutions to owners in a proactive manner.
• Communicates a clear and consistent message regarding departmental goals to produce desired results.
• Supervises construction to ensure timely completion of projects within budgetary guidelines.

Maintaining Engineering Standards
• Ensures compliance with state, local and federal regulations.
• Maintains property life safety systems (e.g., fire fighting equipment, sprinkler systems, and alarm systems).
• Ensures building and equipment licenses, permits and certifications are current.
• Ensures property policies are administered fairly and consistently.

Managing Profitability
• Manages areas of operation to budget by reviewing operating statements, budget worksheets and payroll progress reports.
• Monitors and manages the payroll function.
• Manages department's controllable expenses to achieve or exceed budgeted goals.
• Participates in the development of department's capital expenditure goals; manages projects as needed.
• Participates in the budgeting process for areas of responsibility.
• Prepares weekly and period end P&L critiques.
• Understands the impact of department's operation on the overall property financial goals; educates staff on details as appropriate.
