The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has arraigned Mrs. Moses Oluwafunmilayo Esther, a Principal Administrative Officer at the Federal Ministry of Humanitarian Affairs and Disaster Management, on charges of forgery and manipulating the Integrated Personnel and Payroll Information System (IPPIS).
According to the ICPC, Mrs. Esther allegedly forged a posting letter dated January 20, 1998, with Reference No. HCSF/CMO/EMD/AOD/013/1/30, purportedly issued by the Office of the Head of Civil Service of the Federation.
Further investigations revealed that other employment-related documents, including her posting instruction, gazette, appointment letter, and confirmation letter, were also falsified.
The ICPC stated that verification by the Federal Civil Service Commission confirmed that no such records existed in its database.
Additionally, Mrs. Esther reportedly failed to honor an invitation from a committee established by the Head of Service to investigate the alleged fake posting, leading to the suspension of her salary in November 2021.
However, despite the suspension, Mrs. Esther allegedly used her access as a role player on the IPPIS platform to illegally restore her salary in January 2022 without authorization from the Office of the Head of the Civil Service of the Federation.
Charges Against Mrs. Esther:
Forgery: Alleged forgery of a posting letter dated June 17, 2021, with Reference No. HCSF/CMO/EMD/002/S.12/T.4.110, purportedly emanating from the Office of the Head of the Civil Service of the Federation.
IPPIS Manipulation: Unlawfully restoring her salary without authorization while under suspension.
Submission of Falsified Documents: Submitting fake documents, including a gazette, appointment letter, confirmation letter, and posting instruction.¹ ²
Court Proceedings:
Mrs. Esther pleaded "not guilty" to the charges. Her counsel requested bail on liberal terms, which was granted by Justice Yusuf Halilu with conditions, including producing two credible sureties who are serving directors in the federal civil service within the FCT.
Bail Conditions:
Sureties: Two credible sureties, each a director in the federal civil service, currently serving in any parastatal within the FCT.
Documentation: Evidence of first and most recent promotions, verified by the court registrar.
Written Undertaking: Sureties must provide a written undertaking to stand in for the defendant should she jump bail.³
The case has been adjourned until July 8, 2025, for the commencement of trial.
